SOLIDWORKS PDM Undo Checkout By Other Administrators

Since SOLIDWORKS PDM 2018, other administrators can now perform undo checkout on a file owned by another user. Prior to PDM 2018, only the default admin user could undo a check out of files that were checked out by another user.

Performing an undo checkout is necessary when a PDM user has checked out files and is out of the office for an extended period, or their workstation has crashed leaving their files checked out to that user on that machine. 

This permission is available in the User or Group properties within the Administrative Permissions:
