What is THE Massachusetts Workforce Training Express Program?

The Express Program is a workforce development program aimed to keep Massachusetts companies competitive by making employee training more affordable. Companies with more than 100 Massachusetts employees may apply for the Workforce Training General Program for up to $200,000 per company each calendar year.

Businesses who submit successful applications will be reimbursed up to $3,000 per class when employees complete eligible training, such as GoEngineer’s SOLIDWORKS training offerings. Last year, the Express Program awarded hundreds of training grants totaling more than $3.5 million dollars, with applications accepted and grants awarded on a rolling basis throughout the year. Apply today.

How does the Express Program work?

The program steps are simple. First, find a course to recieve funding for, then complete an online application. If your application is accepted, you can accept your award via e-signature on the program portal. Next, you'll pay for and complete training, and finally, submit documentation of course completion to request your reimbursement. Review the program guidelines for more information.

*COGS stands for Certificate of Good Standing from the Massachusetts Department of Revenue. All COGS should have the business’s legal name and a Notice Date within 6 months from the date of application submission. Click here to get yours.

Once an agreement is granted through the Express Program, you can rest assured that reimbursement for the courses you have been approved for is guaranteed, as long as you fulfill the specified conditions:

  • Training occurs on or after the start date of training as indicated in the Express Service Agreement. If training begins before the approved agreement start date, this voids the Express Service Agreement and your training would not be eligible for reimbursement.
  • You take, and submit reimbursement for, only course(s) that are approved in your Service Agreement.
  • You provide a training provider invoice of the course(s) you were approved for that includes the course name, course cost, and training provider name.
  • You provide proof of payment for the course(s) that are approved in your Service Agreement.
  • You provide a list of the employees who attended the training.
  • You submit a request for reimbursement and all documentation within 30 days from date of completion of training.

Who is Eligible for the Massachusetts Workforce Training Express Program?

  • Grant funds are limited to $20,000 per company per calendar year and $3,000 per employee per course.
  • Massachusetts businesses with 100 or fewer Massachusetts W-2 employees may apply. To qualify, businesses must pay into the Workforce Training Fund. All for-profit companies pay into the fund.
  • All trainees must be full-time or part-time payroll employees of the company receiving an Express Program grant and must be employed in Massachusetts. (Trainees are not required to live in Massachusetts.)
  • All applicants should be prepared to submit a Certificate of Good Standing (COGS) from the Massachusetts Department of Revenue. All COGS should have the business’s legal name and a Notice Date within 6 months from the date of application submission. Click here to obtain your COGS from the Department of Revenue.
  • Contractors or employees of other firms (e.g., temps) are not eligible to participate in grant-funded training.
  • Eligible employers are encouraged to apply at any time for funding that is right sized to their current needs. Companies with 100 or fewer employees working in Massachusetts may apply and receive more than one Express Program grant at a time, up to a total of $20,000 in new grant funds per calendar year.

In order to determine the eligibility of your organization for an Express Program grant from the Workforce Training Fund, it is crucial to understand how and if your organization contributes to the Massachusetts Unemployment Insurance (UI) system. This is because the funds for the Workforce Training Fund are derived from a small additional charge imposed on payments made by businesses to the state UI using the contributory method.

Are sole proprietors eligible?

The majority of self-employed individuals do not contribute to the Workforce Training Fund since they do not pay into unemployment insurance for themselves through the Massachusetts Department of Unemployment Assistance. This makes them ineligible for training reimbursement under the Express Program.

If you are a sole proprietor of an LLC with W-2 employees, contact us at express@commcorp.org to determine if your employees are eligible for training reimbursement.
